SPEAKERS

Michael Sheath – Lucy Faithfull Foundation

Michael Sheath qualified as a Probation Officer in the UK in 1988, and worked with sexual offenders in group, and individual settings in prison and community for a decade thereafter.

He has worked for the Lucy Faithfull Foundation for 19 years, primarily in the Family Courts, where he has conducted assessments of both convicted and alleged sexual offenders and their partners in Family proceedings. Between 2009 and 2015 he engaged in conducting whole community risk assessments in British Overseas Territories, and has visited Pitcairn, Ascension Island, Montserrat, St Helena and The Falkland Islands in order to provide advice about the management of sexual offenders and issues relating to Public Education and Prevention Strategies.

He has been working with men who use the internet to acquire child abuse imagery since 1995, has undertaken published research on line groomers, and undertook, in 2013/14, a Professional Certificate in Counselling relating to Sex Addiction. He has spoken at conferences and training events organised by Interpol and Europol in relation to understanding the behaviours of sexual offenders who use the Internet to acquire and distribute child abuse imagery.

Sarah Hockley – Police Trainer

Sarah Hockley was a police officer from 1978 to 2008, and currently works for Kent Police as a civilian member of staff.  She has over 38 years’ experience as a crime investigator, and extensive experience in many aspects of intelligence-led policing.  For many years she investigated child sexual abuse, and was one of the pioneers of the Special Investigation Units, which were set up within Kent Police in the 1990’s.

Sarah has a BA Hons (1st) in Teaching, and has a proven track record in the design and delivery of training within the National and International Police environments.  Her current role is as a trainer within the Kent Police Child Sexual Exploitation Team.  This department was set up 18 months ago under the codename Operation Willow, in response for a need within Kent for specialist investigation into CSE and Human Trafficking, and is a co-located multi-agency team.  Sarah was there at the inception of this new project, and trains Police officers and staff at all levels.  She also trains extensively in the private sector and sits on the Kent Safeguarding Children’s Board learning and development group.

Tom Simmons

Tom Simmons QPM BSc PGC is a former law enforcement officer (1983-2013) who has worked in the field of child protection and safeguarding since 1990. Between 1993 and 1999 as a detective in the Metropolitan Police he was involved in the investigation of child abuse, as an investigator, MOGP/ABE interviewer and trainer and delivered joint child abuse training with social services.  From 2003 in the National Crime Squad and Serious and Organised Crime Agency he worked and led national and international investigations of both on-line and off-line child sexual abuse.  From 2008 until 2014 Tom was the team leader of CEOP’s Behavioural Analysis Unit that provided specialist knowledge and advice to those involved in the investigation of child sexual abuse. This included the analysis of the behaviour of identified perpetrators of child sexual abuse, the debriefing of child sex offenders and the provision of risk assessments. He is a qualified polygraph examiner having passed both the American Polygraph Association’s Polygraph examiners course and Post-Conviction Sex Offender Testing course (Bramshill Police College 2014). Tom was awarded the QPM for distinguished detective service in 2013.
